Create-Atherton Drive Masterplan


The Atherton Drive precinct, Urunga is under the management of the Bellinger Heads State Park Trust, which is jointly administered by both the NSW Department of Industry - Lands (DI-Lands) and Bellingen Shire Council.

DI-Lands together with Bellingen Shire Council require a Master Plan to guide the future use, development and management of the Atherton Drive foreshore. The area currently consists of informal public recreational area with native vegetation and limited facilities, a number of boathouses, a scout hall and a sailing club.

The aim of the Master Plan is to increase public foreshore access and enhance public recreation opportunities. The main issues for consideration include improving public access to the foreshore, uncontrolled vehicle access along the foreshore impacting an endangered ecological community, future of the remaining boathouses and unauthorised campervan camping.

Given the high level of public interest in this project, quality community and stakeholder engagement will be required throughout the development process. The main objective of the project is:

"To develop a well supported Master Plan that is informed by community and stakeholder consultation, as well as existing and available studies, to guide the future use, development and management of the Atherton Drive foreshore in a way that is suitable and desirable for all relevant stakeholders."

    The drop in session last night was considered to be a successful and effective way of gaining the community's input on the Atherton Drive Master Plan.

    We had a total of 134 attendees throughout the 4 hour session and received some very good feedback throughout the evening. We also received a total of 35 feedback forms to be considered with the feedback received from the previous consultation undertaken for the project. Thank you for everyone's input.

    We understand certain members of the community are encouraging everyone to arrive at 6pm. As the session has been arranged to allow one on one questions and answers and the opportunity to vote, we encourage people to turn up throughout the 4 hour session. Please don't turn up at 6pm....     Why is a master plan being developed?

    A master plan is being developed to provide a vision and to help guide the future use and development of the Kalang River Foreshore Reserve adjacent to Atherton Drive. The plan will cover issues such as public access, improvements to public infrastructure, other redevelopment options to enhance recreational opportunities on the foreshore, future of the boathouses and the future of vehicular access along the dirt roadway known as Atherton Drive.

    The master plan provides a vision of how the park could be developed. Future development will be subject to both funding and the usual development approval processes.

    Community feedback will be considered in draft master plan……

    Feedback from the community will be analysed with a summary of the results uploaded onto the Create Bellingen website (http://create.bellingen.nsw.gov.au/create-atherton-drive-masterplan).The draft master plan is required to meet the following criteria:

    • Consistent with the objectives of the Crown Lands Act and principles of Crown land management.

    • that the purpose is consistent with the Reserve purposes of public recreation

    • affordable

    • sustainable, and

    • permissible under local and State Government legislation and planning instruments.

    Public exhibition of the draft master plan

    Once the community feedback has been considered for the draft master plan, the draft will be available for viewing on the Create Bellingen website (http://create.bellingen.nsw.gov.au/create-atherton-drive-masterplan)in early September, with feedback forms available both online and as hardcopy.

    Hard copies will be available to view at Urunga Library at 32 Bonville Street, Urunga, Bellingen Library at 33-39 Hyde Street, Bellingen and Bellingen Shire Council Administration Centre at 33-39 Hyde Street, Bellingen.

    The community is encouraged to review the draft plan and provide their feedback. Once the exhibition period is over, Bellinger Heads State Park Trust will endorsement the final master plan in October.

    Following the community information session held at the Urunga Golf Club last night, the redevelopment and management options for the Atherton Drive Precinct Master Plan will be on display at the Urunga Library from tomorrow Friday 30 June 2017. The local community is encouraged to drop into the library and review the plans and complete a survey in order to provide input to the project.
