Reclassify land at Lookout Road from Community to Operational

Notice is given of the public exhibition (re-exhibition) of a Planning proposal for the amendment of Bellingen Local Environmental Plan 2010.

Council has elected to re-exhibit the Planning Proposal between Thursday 9 May 2019 and Friday 7 June 2019 in order to more thoroughly investigate concerns raised regarding aboriginal cultural heritage, and receive comments from relevant organisations and government agencies.

The Planning Proposal

The objective of the proposed LEP amendment is as follows:

  1. To reclassify Part of Reserve R87120 from ‘’Community land’’ to ‘’Operational Land’’.

Submissions will be received up until 4.30pm on Friday 7 June 2019. Submissions already made by interested parties in respect of this matter will continue to be considered by Council and it is not necessary to make a further submission, should you not wish to.

I submit my objection to this planning proposal (No. 15) to reclassify land from Community to Operational.The 3 land lots sold as one parcel at a bargain price (because of the covenants attached), do have multiple access points, which are already being utilised.This valuable asset should continue to be community land and greater recognition given to it's historic past. Council should rename the area appropriately as Banbarrajilin and honour the historic significance of this area. regardsSharon Fribbens

I submit that this land should remain community land and not reclassified or used to service any property. This is the entrance to a significant sacred site and the importance of the fauna and flora around this area. I remember being told stories of this area as a child. On Sunday visited this site and there were trees and debris across the road to the site. There is enough room for the property owners to construct an entrance on their side of the fence, on their property.

I submit that this land should remain as 'Community' and not be reclassified as 'operational'.It should be maintained as a walking trail for the public with appropriate signage regarding its history of usage by our First Nations.

I submit that Bellingen Lookout should be re-named to the original 'Banbarrajilin'. It has served as a walking trail from the coast to the mountains for thousands of years, and should remain open as such. It should remain community land, and remain open as a place for people to move through, appreciate the amazing area that is Bellingen Valley, and connect to country. I remember the first time i walked up there as a little girl, and it is still as striking every time i go there - now with my own children. It MUST remain community land. Apart from all sorts of important planning issues, I submit that Bellinger Peak, Rotary Lookout, should have it original name BANBARRAJILIN restored.The entry in the Gumbaynggirr Dictionary is as follows:"BanbarrajilinBellinger Peak (Rotary Lookout in Bellingen. Point on the traditional travelling route of Aboriginal people from the Great Dividing range [sic] to the coast at Wenonah Head."I submit that, apart from recognising our oldest nation within the shire, this could be an important step in developing a more authentic naming system for tourist and local walkers / viewers.

I submit that Bellingen Lookout should be re-named to the original 'Banbarrajilin' (a Gumbaynggirr word meaning 'walking track')…to show respect for the Gumbaynggirr history of this site.
